13 dead from typhoon-enhanced heavy rains — NDRRMC

MANILA, Philippines — Thirteen people were reported dead from the heavy rains caused by the typhoon-enhanced southwest monsoon, the National Disaster Risk Reduction and Management Council (NDRRMC) said Thursday.

During the situation briefing presided by President Ferdinand Marcos Jr. at the Command Center, Presidential Security Command Headquarters in Manila, the NDRRMC said that two persons were injured and two reported missing.

“Officially, as of 10 p.m last night, the report on the casualties is still 13 but this morning, though we have to validate, there are two more reported casualties from Metro Manila so this will be potentially a total of 15,” the NDRRMC said.

The NDRRMC said that around 189,014 families, or 910,536 individuals were affected while 123,992 families or 612,961 individuals took shelter in various evacuation centers.

Based on the NDRRMC report, the National Capital Region (NCR) and the provinces of Cavite and Batangas have declared a state of calamity.

Kabacan and Pikit towns in Cotabato; Palayan, Oriental Mindoro; and Barangay Butuan, Jose Abad Santos, Davao Occidental have also declared a state of calamity.

San Juan City Mayor Francis Zamora, head of the Metro Manila Council, said that Camanava (Caloocan, Malabon, Navotas and Valenzuela), and Marikina were among the worst-hit areas in Metro Manila.

After leading a situation briefing, the President said he would inspect affected areas and visit evacuation centers around Metro Manila.

He also asked government agencies to identify which affected areas were in the “rescue phase” or “relief phase.”

“That’s what we need to know, so our agencies know where to send people, where to send assistance,” he said.

The President also sought the establishment of pop-up clinics in evacuation areas to ensure evacuees health.

Following his inspection, Marcos will visit Barangay Malanday in Valenzuela to distribute government aid and assistance at Malanday National High School, which currently houses 352 families or an estimated 1,629 individuals.

Valenzuela City remains among the cities still submerged in floodwaters after La Mesa Dam overflowed Wednesday, with floodwater reported to reach chest-deep in some areas.

Meanwhile, the Department of Social Welfare and Development has prepositioned a total of 360,228 family food packs as of 10:45 a.m on Wednesday to its field offices and to different local government units affected by the super typhoon.

Of the figure, 39,038 were pre-positioned or distributed to the NCR; 171,467 to Central Luzon; 90,957 to Calabarzon; 38,766 to Mimaropa; and 20,000 to the Bicol region.
