Angara signs teachers’ career progression IRR

THE implementing rules and regulations (IRR) for Executive Order 174, mandating the expanded career progression system for public school teachers, were signed by representatives of the Department of Education and concerned agencies on Friday.

Education Secretary Juan Edgardo Angara said the IRR will enable teachers to change careers without leaving the schools they were assigned to.

“The quality of education is not sacrificed, as teachers will have a choice; the teacher can still teach, and the student can benefit from teachers’ skills,” Angara said.

Besides Angara, present during the signing rites were Budget and Management Secretary Amenah Pangandaman, Professional Regulation Commission Chairman Charito Plaza and Civil Service Commission Commissioner Ryan Acosta. House Basic Education Committee Chairman and Pasig City Rep. Roman Romulo served as a witness.

Signed by former president Rodrigo Duterte on June 22, 2022, the executive order creates additional teaching positions and establishes two career directions: a classroom teaching career line, which includes Master Teachers I-V, and a school administration career line, which includes School Principal I-IV.

Teachers IV-VII will have the corresponding Salary Grades of 14-17, while Master Teacher V will be under Salary Grade 22.

Education Undersecretary for Human Resources and Organizational Development Wilfredo Cabral said there have been instances wherein teachers retire remaining at Teacher I rank, which is demoralizing.

“Many teachers have the competence and were eligible for promotion, but due to lack of vacancies, they have to endure a long wait. These are the realities of teachers that we have to address,” Cabral said.

“The expanded career progression ensures that teacher progression is developmental, merit-based and in accordance with the standards,” he added.

Pangandaman said the creation of new roles and career progression will create an environment where teachers can grow and thrive.

“As their profession is not limited in the confines of the classroom, it is a lifelong path of learning, transforming and evolving. By establishing pathways for career advancement, we are creating a positive work environment that makes them feel valued and engaged,” Pangandaman added.
