CHR investigates death of maritime cadet in Laguna

THE Commission on Human Rights (CHR) has conducted its investigation into the death of a maritime cadet who was strenuously punished for accidentally sending a thumbs-up in a group chat.

CHR said in a statement that a parallel investigation, or motu propio, was launched through its office in Region 4.

Initial reports by the Calamba City Police revealed that Cadet Vince Andrew de los Reyes, 19, sent a thumbs-up emoji in a Corps of Cadets group chat that allegedly displeased his seniors last July 8.

As punishment, he was ordered by an upperclassman, identified only as “Nathaniel,” to perform rigorous exercises after an evening meal. It was comprised of 100 repetitions, each of squat thrust, pumping and star jump, after which the victim collapsed due to breathing difficulties.

The victim remained unresponsive despite attempts to revive him. He was later declared dead on arrival at the Global Care Medical Center in Calamba, Laguna.

While witnesses from the NYK-TDG Maritime Academy of the Philippines maintained that there was no body contact between the suspect and the victim, the CHR condemned the severe punishment imposed on de los Reyes.

“The Commission has zero tolerance for such actions. Such practices not only jeopardize the physical well-being of the student but also violate their dignity and rights,” CHR Chairman Richard Palpal-latoc said.

The CHR called for a swift and thorough investigation into this incident and urged authorities to ensure justice for the victim’s family.
