MANILA, Philippines — Malacanang on Tuesday suspended work in government offices and classes at all levels in the National Capital Region (NCR) for the rest of the day due to bad weather.

Executive Secretary Lucas Bersamin issued Memorandum Circular 57 ordering the suspension to ensure the public’s safety amid the continuous rainfall brought about by the southwest monsoon enhanced by Typhoon “Carina”.

Frontline agencies involved in the delivery of basic and health services, disaster and emergency response, and performing other vital services, “shall continue operations and render the necessary services,” the circular stated.

The state weather bureau has placed many areas in Luzon under Tropical Cyclone Wind Signal (TCWS) No. 1 as the typhoon intensifies.

The Metropolitan Manila Development Authority on Tuesday also announced the suspension of the number coding scheme.

According to the MMDA, it decided to suspend the number coding scheme to allow passengers to go home early.

“Expanded number coding scheme (is) suspended today, July 23 (afternoon),” the advice said.

Vehicles ending in number 3 and 4 are affected by the coding scheme this Tuesday.

Under the scheme, vehicles are not allowed on major thoroughfares from 7 a.m. to 10 a.m. and from 5 p.m. to 8 p.m. based on their plate numbers.
