THE Power for People Coalition (P4P) on Thursday filed a graft complaint before the Office of the Ombudsman against Energy Secretary Raphael Lotilla.
Lotilla was accused of violating Section 3(e) and 3(j) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.
He was also accused of grave misconduct and conduct prejudicial to the best interest of the service.
Section 3(e) of the Anti-Graft and Corrupt Practices Act prohibits public officers from causing undue injury to any party or giving a private party unwarranted benefits, advantage or preference through manifest partiality, evident bad faith or gross inexcusable negligence.
The group alleged that Lotilla violated the coal moratorium by allowing the expansion of Therma Visayas Inc.’s (TVI) Unit 3.
P4P said that the unit 3 expansion did not fall under the exemptions to the moratorium.
The group said that by allowing the TVI’s expansion, Lotilla increased the cost of electricity in Cebu.
