Mandaluyong declares calamity after floods

MANDALUYONG City has declared a state of calamity in the wake of floods spawned by heavy rains from the southwest monsoon enhanced by Typhoon “Carina.”

In a statement, the Mandaluyong local government said it issued Ordinance 991, s. 2024 on July 26 which was made public only on July 29 declaring the city is in a state of calamity.

“Typhoon Carina has caused severe damage to infrastructure, agriculture, and private properties in the National Capital Region, resulting in widespread destruction, disruption of livelihood, and displacement of residents,” the ordinance stated.

“The City of Mandaluyong recognized the right of every Mandaleño to health and shall protect their lives and limbs of livelihood and displacement of residents,” it added.

A declaration of a state of calamity could facilitate the quick release of emergency funds, as well as hasten the repair and rehabilitation of damaged infrastructures in affected areas.

Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act mandates that “not less than five percent (5%) of the estimated revenue from regular sources shall be set aside as the LDRRMF (Local Disaster Risk Reduction and Management Fund) to support disaster risk management activities.”

Also, the law provides that 30 percent of the LDRRMF will be given to the Quick Response Fund or stand-by fund for relief and recovery programs.

Late last week, Metro Manila was placed under a state of calamity due to severe flooding.

Early on, the cities of Manila, Pasig, Caloocan and Malabon had declared a state of calamity.

The total death toll due to floods from monsoon rains spawned by super Typhoon “Carina” was at 36, the National Disaster Risk Reduction and Management Council said.
