Isinumite na ng Department of Budget and Management (DBM) ang mungkahing P6.35 trilyong 2025 national budget sa Kongreso, na naglalaman ng P10.2 bilyon na Confidential and Intelligence Fund (CIF). Samantala, P114.2 bilyon naman ang Pantawid Pamilyang Pilipino Program (4Ps), ayon kay Speaker Martin Romualdez.
Nitong Lunes, ibinigay ni DBM Secretary Secretary Amenah Pangandaman kay Speaker Ferdinand Martin Romualdez ang kopya ng mungkahing 2025 National Budget, ganoon din sa Senado.
Ayon kay Pangandaman, mas mababa ang alokasyon ng kontrobersiyal na CIF sa 2025, kumpara ngayong 2024 na umaabot sa P12 bilyon.
“From P12 billion in the 2024 GAA (General Appropriations Act), the one we submitted now under the 2025 National Expenditure Program is P10.2 billion,” ayon sa kalihim. “This is a decrease of 16%.”
Batay sa Budget of Expenditures and Sources of Financing (BESF) para sa 2025 na makikita sa DBM website, bahagyang tumaas ang alokasyon para sa confidential funds sa CIF na P4.368 bilyon, kumpara sa P4.111 bilyon ngayong 2024.
Pero tiniyak ng DBM na tanging mga tanggapan lang na kailangan ng confidential funds ang binigyan.
Samantala, nabawasan naman ang bahagi ng intelligence fund sa CIF, na P5.917 bilyon sa 2025, kumpara sa P8.267 bilyon ngayong 2024.
“Kaya po siya bumaba [ang CIF to P10.285 billion from 2024’s P12.378 billion], we just limited it to the departments and agencies na nangangailangan ng confidential and intel funds,” sabi pa ni Pangandaman.
Matatandaan na naging kontrobersiyal ang CIFs noong hinihimay ang 2024 budget dahil may mga ahensiyang sibilyan ang humiling na magkaroon ng intelligence at confidential funds, na karaniwang ibinibigay lang noon sa mga ahensiya na katulad ng pulisya at militar.
Kabilang sa mga ahensiya na may CIF ngayong 2024 ay Defense Department, Armed Forces of the Philippines (AFP), Office of the Secretary, National Intelligence Coordinating Agency (NICA), Department of the Interior and Local Government (DILG) at Philippine National Police (PNP).
Kasama rin ang Department of Justice (DOJ), Bureau of Immigration (BI), Office of the Solicitor General (OSG), Department of Transportation (DOTr), na ang malaking bahagi ay mapupunta sa Philippine Coast Guard (PCG).
Ang iba pang ahensiya na humingi ng CIF sa proposed 2025 budget ay ang Philippine Drug Enforcement Agency, National Security Council, Department of Finance (sakop ang Bureau of Customs and Bureau of Internal Revenue), Office of the Presidential Adviser on Peace, Reconciliation and Unity, Office of the Ombudsman, Commission on Audit, Anti Money Laundering Council, Games and Amusements Board, Commission on Human Rights.
Sinabi naman ni Speaker Martin Romualdez, na prayoridad sa 2025 budget ang paglikha ng nga trabaho, pagpapataas sa kalidad ng edukasyon, expanded health care at social protection.
“The proposed budget is reflective of our dreams to improve the lives of Filipinos,” sabi ni Romualdez nang makuha ang kopya ng panukalang budget.
Nakapaloob din sa 2025 budget ang P114.2 bilyong pondo para sa Pantawid Pamilyang Pilipino Program (4Ps) o conditional cash transfer sa mga mahihirap na pamilya.
Ayon kay Romualdez, gagawa ng paraan ang Kongreso na itaas ang pondo para sa pagkakaloob ng tulong sa mga mahihirap at iba pang social protection programs.
“As we receive this document today, we recognize the collective responsibility bestowed upon us as legislators to scrutinize, deliberate, and ensure that every peso is judiciously allocated and spent, and that it will go to programs that greatly benefit the people,” ani Romualdez.
“I am confident that with the collaborative efforts of the executive and legislative branches, we will achieve a budget that not only meets the immediate needs of our people but also sets the stage for a more prosperous and equitable Philippines,” dagdag ni Romualdez.
