MANILA, Philippines — The city government of Parañaque launched yesterday the pioneering e-permits system and other online services to serve as a framework for good regulatory practices at the local level.
The project is dubbed Parañaque Business Permits and Licensing Office Online System and Services or Pque-eBOSS, according to Mayor Eric Olivarez.
He said the project was in line with the Anti-Red Tape Authority (ARTA)’s electronic business one-stop shop requirement.
Olivarez said the system allows business owners to opt for an electronic copy of their permits, which can be printed by the client at home or at one’s place of business without the need to secure a hard copy from the city hall.
He said the electronic permits and clearances to be issued by the system have the same level of authority as that of a signed hard copy, which saves the client time and money in going to the city hall.
With the launch of the Pque-eBOSS system, Olivarez said the city became the first local government unit to be fully compliant with Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act.
Aside from the usual business one-stop shop, he said the Pque-eBOSS also includes an Online Customer Satisfaction Survey System, electronic official receipt with the Department of Information and Communications Technology (DICT) and Department of Finance, electronic inspection and copy of permits and clearances.
Under the online client satisfaction survey system, each city hall frontliner has his or her own QR Code for clients to give their feedback regarding the quality of service they received.
“This ensures that complaints, comments and suggestions are directly relayed to the management and would be used to further improve the delivery of services,” Olivarez said.
The launching coincided with the signing of a memorandum of agreement between Parañaque and DICT on the eGovPH app, to simplify transactions between the local government and citizens.
Present during the event were Parañaque 1st District Rep. Edwin Olivarez, DICT Undersecretary David Almirol Jr., Trade Undersecretary Mary Jean Pacheco, Department of the Interior and Local Government director Anna Liza Bonagua, Civil Service Commission Assistant Commissioner Judith Chicano and ARTA Undersecretary Geneses Abot.
