MANILA, Philippines — Shiela Guo, the sister of fugitive former Bamban, Tarlac mayor Alice Guo, “can qualify” to become a state witness against alleged illegal Philippine Offshore Gaming Operators (POGOs). an official of the Department of Justice (DoJ) said on Wednesday.
“We will determine. [whether] she is qualified to become a state witness. Let us not rely on this possibility. This is merely forward thinking. There are many things to consider before [she] becomes a state witness,” Justice Undersecretary Nicholas Ty said when asked whether the government can tap Alice’s older sister as a state witness.
