MANILA, Philippines — A former police official who was linked to the bloody war on drugs under former president Rodrigo Duterte testified before a committee at the House of Representatives on Wednesday that then Philippine National Police (PNP) chief Ronald dela Rosa chose him to supervise the anti-drug operations in Leyte.
Police Lt. Col Jovie Espenido told the QUAD committee that he was personally tasked by Dela Rosa to “help him and president Duterte on the war against illegal drugs.”
