MANILA, Philippines — Sen. Aquilino Pimentel III, together with health professionals and civil society organizations on Friday, challenged the legality of the transfer of P89.9 billion in funds from the Philippine Health Insurance Corp. (PhilHealth) to the national treasury in a petition filed before the Supreme Court on Friday.

The petitioners argue that the insertion of a provision in the 2024 General Appropriations Act (GAA) on unprogrammed appropriations (UA) and the subsequent issuance of a Department of Finance (DoF) circular were unconstitutional.
