AllCard files arbitration case vs. BSP, denies causing delay

All Card Inc. on Tuesday denied being the primary cause of delays in the National ID card production, saying its impressive track record in delivering high-quality card solutions across various sectors speaks for itself.

“Our record stands as a testament to our capability and reliability in the card printing industry,” said AllCard president Roy Ebora.

“Our portfolio of successful projects demonstrates our expertise and ability to meet our clients’ needs. We have successfully printed cards for major institutions including Social Security System [SSS], Government Service Insurance System [GSIS], UMID cards, Pag-Ibig Loyalty cards and Land Transportation Office [LTO] driver’s licenses,” Ebora said.

The Bangko Sentral ng Pilipinas (BSP) said earlier it terminated the contract with AllCard for the supply, delivery, installation and commissioning of lot 1 lease of card production equipment for National ID cards. All Card then elevated the issue to arbitration.

“In light of the confidentiality of arbitration, BSP is prohibited from disclosing matters relating to the proceedings,” the BSP said.

The Philippine Statistics Authority (PSA) said it trusts the decision of the BSP to terminate its contract with ACI. The PSA assured the public that it is taking necessary actions for the continuous issuance of National IDs.

“The Philippine Statistics Authority (PSA) trusts the assessment and decision of the Bangko Sentral ng Pilipinas to terminate its contract with their supplier for the National ID card production,” the PSA said.

AllCard said it had produced EMV ATM and credit cards for eight out of the top 10 banks in the Philippines, served over 200 educational institutions and provided card solutions for numerous commercial and retail entities.

Ebora said his company should not be blamed for the setbacks in the National ID project, and AllCard believes “the major part of the delays in the project is not attributtable to AllCard”.

“This dispute has been well documented, escalated, and coordinated with the BSP as early as 2021 and was formally escalated to the BSP since 2022, with no response from the BSP up to this time,” the company said.

“Despite our efforts to coordinate and resolve the problem with the BSP to address the issue, the dispute remained unresolved for over a year and affected the overall card production schedule. Hence gave AllCard no other recourse but to file an arbitration case against the BSP,” it said.

AllCard said it is committed to resolving any challenges related to the National ID project.

“Let us complete this crucial project for the Filipino people. Any further delay is not only an injustice to our countrymen who have long awaited their IDs but also a disservice to the lawmakers who championed this important law,” Ebora said.
