MANILA, Philippines — Candidates and political parties intending to join the May 2025 midterm elections are mandated to register their official social media accounts and other internet-based campaign platforms.
According to the Commission on Elections (Comelec), candidates and political parties shall be required to register their internet-based platforms within 30 days after the filing of their certificate of candidacy in October.
Comelec said the candidates and political parties are given until Dec. 13 to comply with the registration requirement as provided under the guidelines governing the use of social media, artificial intelligence and digital election campaigns.
Under the guidelines, all official social media accounts and pages and other online campaign platforms that are primarily designed or primarily used to promote election of candidates shall be duly registered with the Comelec’s Education and Information Department (EID).
The applications for registration shall be evaluated by the EID and the Task Force Katotohanan Katapatan at Katarungan sa Halalan prior to endorsement and approval of the commission.
A complaint may be filed against those who fail to comply with the registration requirement.
A request to take down or block content of the digital platform of candidates and political parties may also be filed before the Comelec.
The commission is also requiring candidates and parties to disclose any use of artificial intelligence in technology, campaign propaganda and materials. A complaint may be filed against those who fail to properly disclose the use of AI.
The Comelec is banning the use of fake accounts, deep fakes, bots and other forms of internet technology used to propagate misinformation during the election and campaign period.
An election offense case shall be filed motu proprio upon detection of the misuse of AI and internet technology.
