Aarestuhin at idedetine muli ng Kamara de Representantes si dating presidential spokesperson Harry Roque matapos siyang i-cite in contempt ng Quad Committee dahil sa hindi niya pagdalo sa pagdinig at hindi pagsusumite ng mga dokumento tungkol sa yaman ng kaniyang pamilya.
Sa pagdinig nitong Huwebes ng apat na komite na nag-iimbestiga tungkol sa ilegal na operasyon ng Philippine Offshore Gaming Operator (POGO) at mga patayan sa war on drugs ng administrasyong Duterte, inaprubahan ni Surigao del Norte Representative Robert Ace Barbers, pinuno ng isa sa mga komite, ang mosyon na i-cite in contempt at idetine si Roque.
Nais ng mga kongresista na isumite ni Roque ang mga kailangang dokumento na magpapatunay na hindi galing sa ilegal na gawain ang pagtaas ng yaman ng kaniyang pamilya na nangyari sa panahon ng administrasyong Duterte.
Batay sa impormasyon ng komite, mula sa P125,000 na yaman ng Biancham Holdings and Trading ng pamilya, tumaas ito sa P3.125 milyon noong 2015, at naging P67.7 milyon noong 2018.
Naupong presidente si Rodrigo Duterte mula 2016 hanggang 2022.
Una rito, pumayag noon si Roque na isusumite ang mga dokumento na magpapaliwanag sa pagtaas ng yaman ng kaniyang pamilya.
Pero ayon kay Batangas Representative Gerville Luistro, naghain si Roque ng motion to quash o ibasura ang subpoena duces tecum na nagpapatawag sa naturang mga dokumento.
Dagdag pa ni Luistro, kahit ibinasura na ng QuadCom ang mosyon ni Roque, pero muli umano itong naghain ng mosyon na pareho lang ang argumento na nagsasabi na ang mga hinihinging dokumento “are not germane to the inquiry in aid of legislation.”
Iginiit din umano ni Roque ang kaniyang “right to privacy.”
Ngunit giit ni Luistro, nakasaad sa Supreme Court decision sa Sabio vs. Gordon na “the right to privacy is subordinated to the right to public information in matters of public interest.”
“In other words, Mr. Chair, if there is a conflict between the right to privacy versus the right to public information on matters of public interest, the latter should prevail. Mas mataas po ang right to public information on matters of public interest kumpara sa right to privacy,” paliwanag ni Luistro.
Kasunod nito, hiniling ni Bukidnon Representative Keith Flores na i-cite in contempt si Roque at idetine hanggang hindi nito isinusumite ang mga kailangang dokumento.
Inaprubahan ang naturang mosyon ni Flores.
Sa text message sa GMA News Online, sinabi ni Barbers na mistulang “arrest warrant” ang contempt laban kay Roque kaya kailangan siyang dalhin sa Kamara para idetine.
Dati nang nadetine ng isang araw sa Kamara si Roque matapos din na i-cite in contempt.

Sa Facebook page, sinabi ni Roque na nahusgahan na siya ng komite at sinabing dapat sampahan na lang siya ng kaso sa korte.
Tinawag din niya na “political inquisition against the Duterte family and me as their outspoken ally” ang ginagawang imbestigasyon ng Quadcom.
Nagpaliwanag din siya kung bakit hindi niya isinusumite ang aniya’y “personal documents.”
“These documents include my Statement of Assets and Liabilities from 2016-2022, my and my wife’s Income Tax Returns from 2014-2022, our respective medical certificates, the extrajudicial settlement of the estate, including tax returns, of my late aunt and the deed of sale with tax returns and transfer of property of the 1.8-hectare property in Multinational Village, Paranaque that my family sold,” ayon kay Roque.
“Kahit na isumite ko ang kanilang hinihiling na mga dokumento, hahanap at hahanap pa rin sila ng paraan para ako ay madiin… In the eyes of QuadCom, I am guilty until proven innocent,” giit niya.
“I reiterate: What crime did I commit? File the appropriate charges in the proper court of law. Haharapin po ang mga reklamo sa korte,” sabi pa ni Roque. –-mula sa ulat ni Llanesca T. Panti/FRJ, GMA Integrated News
