The House of Representatives Quad Committee has urged the National Bureau of Investigation (NBI) to investigate the 2016 extrajudicial killings (EJKs) of three suspected Chinese drug lords allegedly perpetrated by Philippine National Police (PNP) officials and which implicated former President Rodrigo Duterte.

Antipolo City Rep. Romeo Acop made a motion during the Quad Comm hearing on Thursday asking the NBI to probe the killings of Chu Kin Tung, Li Lan Yan, and Wong Meng Pin at the Davao Prison and Penal Farm (DPPF) allegedly upon the orders of former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma.

“May I move that the NBI should conduct an investigation and get all the pieces of evidence and documents given to this committee so that they can file the necessary charges against those people who should be charged because of this crime? So moved, Mr. Chair,” Acop said.

Quad Committee Co-Chair Rep. Robert Ace Barbers took notice of Acop’s motion: “There is a motion to direct the NBI to conduct a thorough investigation on the death that happened in the Davao penal colony, and it was duly seconded… Are there any objections? Hearing none, the motion is carried.”

During the initial Quad Committee hearings on the DPPF murders, two persons deprived of liberty (PDLs) — Leopoldo Tan Jr. and Fernando “Andy” Magdadaro — confessed they took part in the murders of the suspected drug lords upon the orders of one SPO4 Arthur Narsolis.

Another PDL, former policeman Jimmy Fortaleza — a classmate of Garma in the PNP Academy Class of 1997 — also corroborated Tan and Magdadaro’s testimony.

Former DPPF head Senior Supt. Gerardo Padilla, another witness, also implicated Duterte, who allegedly called to congratulate him on what he believed was the killings of the three suspected drug lords.
