MANILA, Philippines — Philippine National Police (PNP) Chief Rommel Marbil on Sunday ordered the reinvestigation of the killing of Philippine Charity Sweepstakes Office (PCSO) executive Wesley Barayuga.

Testimonies implicating ranking police officials to the murder case prompted the reopening of the Barayuga case, Marbil said.

During the hearing of the Quad Committee of the House of Representatives on September 27, Police Lieutenant Colonel Santie Mendoza testified that National Police Commission (Napolcom) Commissioner Edilberto Leonardo and former PCSO General Manager Royina Garma instructed him to kill Barayuga.

Mendoza, assigned at the PNP Drug Enforcement Group Headquarters in Camp Crame, claimed that Garma provided intelligence information for the operation.

In light of these serious allegations, Marbil underscored the need for a full investigation into the unresolved murder case.

“This revelation demands a thorough reinvestigation of the murder. No one is above the law, and we will seek justice for Gen. Wesley Barayuga and for his family with the full resources of the PNP,” he said.

The Criminal Investigation and Detection Group (CIDG) was tasked to lead the reinvestigation.

Marbil said that the CIDG will reevaluate all evidence in light of the new testimony and work closely with other relevant agencies to ensure that the process is thorough, impartial, and transparent.

The CIDG’s reinvestigation will revisit previous inquiries and pursue new leads to uncover additional evidence related to the Barayuga case.
