MANILA, Philippines — Apollo Quiboloy was not arrested but voluntarily surrendered to the Intelligence Service of the Armed Forces of the Philippines (ISAFP), the pastor’s legal counsel said Sunday.
“He was not arrested, especially not by the Philippine National Police under the (Department of the Interior and Local Government),” Ferdinand Topacio said in a statement.
