The Civil Aviation Authority of the Philippines (CAAP) and the Bureau of Immigration (BI) should establish general aviation terminals in airports to avoid unmonitored departures like that of dismissed Bamban, Tarlac Mayor Alice Guo, Senate Deputy Majority Leader JV Ejercito said Sunday.
“Kinakailangan siguro, maglagay ng general aviation terminal para hindi lang plain sight. Kapag VIP kasi diretso sa eroplano, pumupunta ang Bureau of Customs, BI, and (Bureau of) Quarantine via plain sight,” Ejercito said in an interview with Super Radyo DzBB.
(There is a need to put a general aviation terminal so the inspection is not just plain sight. When it’s a VIP, the Bureau of Customs, BI, and Bureau of Quarantine go directly to the plane to inspect.)
“Dapat magtayo ng terminal para sa general aviation na lahat ay dadaan doon. May CCTV para alam kung sino ang mga sumasakay ng private planes. Dapat dito walang exemption,” he added.
(General aviation terminals should be established with CCTV so that anyone who will ride a private plane can be identified. There should be no exemption.)
Ejercito said he hoped that San Miguel-led New NAIA Infra Corp., the new management of the Ninoy Aquino International Airport, and other airports across the country will have general aviation terminals amid the issue on Guo’s departure.
“’Di na kailangan ng legislation. Policy lang ‘yan, order lang ‘yan sa CAAP, BI, at lahat involved na ahensya na dapat magkaroon ng safety measure para ‘di maulit (‘yung kay Guo.),” Ejercito said.
(There is no need for legislation. A policy or an order will suffice. CAAP, BI, and all involved agencies must have a safety measure so Guo’s case doesn’t happen again.)
He added that it is possible that Guo used a private plane as one of her means of transportation to flee the country.
According to BI, Guo left the country without passing through BI authorities.
During a Senate hearing, Guo confirmed that she left the Philippines via boats, one of which was a yacht.
CAAP said it had instructed its center managers and airport managers to ensure all departing and arriving passengers meet the necessary documentary and security requirements at CAAP-operated airports. —KG, GMA Integrated News
