In tears, former Philippine Charity Sweepstakes Office general manager Royina Garma told the House Quad Committee how former President Rodrigo Duterte asked her to look for a police official who would implement the Davao model in the war on drugs on a nationwide scale.
The model involved cash rewards for every kill. Upon questioning by Kabataan Rep. Raoul Manuel, Garma said the biggest reward given for a killing related to the war on drugs was P1 million.
