FORMER Rep. Lito Atienza sought the return to a two-party system to “raise the standard and quality of candidates running for various government positions.”
“When I entered politics, there were only two parties to choose from — the Liberal Party and the Nacionalista Party. Anyone who wanted to run for various positions had to be a member of either one of these two parties. They all went through a strict screening process to determine if they were qualified to run,” Atienza said.
