A LAWYER has questioned the special bids and awards committee (SBAC) of the Bureau of Fisheries and Aquatic Resources (BFAR) for allegedly prohibiting some observers including members of the media from Thursday’s bidding process for the procurement of vessels and equipment worth P2.1 billion.

Faye Singson, a former prosecutor at the Office of the Ombudsman and counsel of a company that was “unfairly excluded” from the bidding process, chided Zaldy Perez, assistant director for administrative services and SBAC chairman, for not allowing in some media members as observers.
