MANILA, Philippines — The Department of Human Settlements and Urban Development (DHSUD) activated its shelter clusters in areas of Luzon affected by Super Typhoon “Julian.”

DHSUD Secretary Jose Rizalino Acuzar said that he has instructed Undersecretary for Disaster Response Randy Escolango to issue a memorandum to the regional offices in Ilocos, Cagayan Valley, Central Luzon, Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) and Cordillera Administrative Region ordering the activation of their respective shelter clusters.

“The activation of the shelter clusters would ensure that affected typhoon victims would be easily identified prior to the distribution of the much-needed assistance to them,” Acuzar said.

Escolango, in response, said he directed the concerned regional directors to closely monitor their respective jurisdictions and to facilitate emergency response and humanitarian assistance, if needed.

“All concerned regional directors have been enjoined to coordinate with the respective shelter cluster members within the regional convene using all available means,” he added.

The move was prompted by the National Disaster Risk Reduction and Management Council’s Memorandum 244 s. 2024 which calls for activation and or placing on standby of response clusters due to “Julian.”
