GOVERNMENT agencies’ budget utilization rate in the third quarter improved to 99 percent, according to the Department of Budget and Management (DBM).
This was higher than the 97 percent in the same period last year.
Data from the 2024 report on Notices Cash Allocation (NCA) showed the national government, along with local governments and state-owned enterprises, have used P3.46 trillion out of the total P3.52 trillion the total NCAs issued by the end of September.
NCAs, which are issued by the DBM, allow agencies to access funds from the Bureau of the Treasury for their respective expenditure requirements.
All government departments have used P2.59 trillion, or 98 percent of their allotments.
Several agencies achieved a 100-percent utilization rate, the DBM said.
This includes the Department of Interior and Local Government, the Department of Labor and Employment, the Department of Public Works and Highways, the Department of Social Welfare and Development, the Civil Service Commission, the Commission on Audit, the Commission on Elections, the Commission on Human Rights and the Office of the Ombudsman.
The DBM itself recorded the lowest utilization rate of 73 percent, having used only P1.48 billion of its P2.02-billion allotment.
The Marcos administration, meanwhile, has spent its entire programmed 2024 national budget — which had ballooned from the approved P5.768 trillion to P5.83 trillion as of end-September, with P65.172 billion added as unprogrammed appropriations.
Of the total adjusted P5.83-trillion, the DBM has disbursed P3.85 trillion under the 2024 General Appropriations Act (GAA), or 96 percent of overall financing amounting to P4.01 trillion.
A total of P251.72 billion has been used for various priority programs, infrastructure projects and social programs to support the agriculture, labor and health sectors, among others.
The DBM also reported disbursing 98.1 percent or P3.43 trillion of the allocated P3.50 trillion for government departments in the 2024 GAA.
For special purpose funds, disbursements reached P414.37 billion of the total allocation of P507.48 billion, or a utilization rate of 81.7 percent.
