The House of Representatives hailed President Ferdinand “Bongbong” Marcos Jr., Department of Environment and Natural Resources (DENR) Secretary Maria Antonia Yulo-Loyzaga and other government agencies for serving key roles in the Philippines’ hosting of the Loss and Damage Fund Board.
“It is imperative to commend the agencies, technical experts, and advisers included in the Delegation of the Philippines to the sessions of the COP to the UNFCCC and its Kyoto Protocol and Paris Agreement,” the chamber said in six-page Resolution 243.
The House was referring to the 28th Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) held from November to December 2023 in Dubai, and the 60th sessions of the subsidiary bodies of the UNFCC Conference of the Parties in June 2024 in Bonn, Germany.
In July, Marcos announced that the Philippines has been elected host of the Loss and Damage Fund Board.
“Hosting the LDF Board reinforces our dedication to inclusivity and our leadership role in ensuring that the voices of those most affected by climate change shape the future of international climate policies,” Marcos had said on X.
In August, the President signed into law a measure that will confer the Philippines’ legal personality and capacity to be part of the board of the climate disaster fund called the “Loss and Damage Fund.”
Republic Act 12019, also known as “The Loss and Damage Fund Board Act,” was passed by the Senate as Senate Bill 2780 on Aug. 19, and was adopted by the House of Representatives as an amendment to House Bill 10722 on Aug. 21. — VDV, GMA Integrated News
