Lawmaker renews call for agency to regulate AI

SURIGAO del Norte 2nd District Rep. Robert Ace Barbers on Sunday reiterated his call to create a multiagency body that would regulate artificial intelligence (AI).

In March last year, Barbers filed House Bill 7396 that sought the creation of the Artificial Intelligence Development Authority (AIDA).

“Halos lahat ng bansa sa mundo ay nagsasagawa na ng mga pambansang polisiya o batas sa patuloy na pag-unlad ng kaalaman tungkol sa AI. Hindi dapat tayo magpahuli sa mga bagay na ito dahil malaki ang magiging impact nito sa ating lipunan, partikular na sa edukasyon, negosyo at ekonomiya (Almost all nations have been crafting their national policies or laws to regulate the fast-advancing AI. We should not allow ourselves to be left behind because AI has a huge impact on society, particularly in education, business and the economy,” he said.

Barbers said that the Department of Science and Technology, the University of the Philippines, and the Department of Education, among other government entities, have made or were crafting their policies on AI, but “we still have no national agency yet that would regulate it in a strategic and/or systematic manner.”

He said that it was for these reasons that he filed HB 7396 in March 2023 to create the AIDA.

“The bill titled ‘An Act Promoting the Development and Regulation of AI in the Philippines’ proposes a comprehensive framework for the development and regulation of AI in the country,” Barbers said.

“It outlines the principles of responsible AI usage and development, which include transparency, fairness, accountability, and privacy. It likewise requires organizations that develop or deploy AI technologies to adhere to these principles and to conduct risk assessments and impact analyses before deploying their technologies,” he said.
