THE Maritime Industry Authority (Marina), led by Administrator Sonia Malaluan and the office of STCW head Sam Batalla, participated in the inaugural Inter-Agency Meeting on the drafting of the Implementing Rules and Regulations (IRR) of the Magna Carta of Filipino Seafarers on Oct. 11, 2024, at the Amosup Convention Hall in Intramuros, Manila.

Organized by the Department of Migrant Workers (DMW), the meeting brought together representatives from various government agencies to establish a comprehensive framework for the protection and welfare of Filipino seafarers.

Malaluan welcomed the participants, emphasizing the need for unity and collaboration among all concerned agencies in developing the IRR. Her message underscored the importance of collective action in creating regulations that serve the Filipino seafaring community and the maritime sector.

The Technical Working Group for the IRR is chaired by DMW Assistant Secretary Jerome Pampolina, with Malaluan as vice chairman. This collaboration between DMW and Marina demonstrates their joint leadership in steering the development of the Implementing Rules and Regulations.

The meeting established a calendar of activities for drafting the IRR, outlining clear timelines and milestones to ensure a timely and efficient process. Additionally, guidelines were agreed upon, and the responsible government agencies were identified to contribute to the IRR’s development.
