THE Maritime Industry Authority (Marina) signed a memorandum of agreement (MoA) with the French Embassy in Manila and OCEA SA Philippines to conduct a peer review of the shipbuilding and ship repair (SBSR) industry.
The MoA signed on Oct. 17, 2024, establishes a framework for collaboration among Marina, the French Embassy, and OCEA to assess the SBSR industry’s policies and incentives implemented by the Philippines to support its growth.
The peer review, under the OECD Council Working Party on Shipbuilding, is scheduled for Oct. 21-25, 2024.

Marina Administrator Sonia Malaluan emphasized the importance of peer review for supporting various developmental projects aligned with the Maritime Industry Development Plan 2028.
Malaluan noted that the assessment’s outcomes would provide legislators and maritime stakeholders with insights into the current state of the SBSR industry, stressing the need for an enabling law to harness the sector’s potential. Marina has been advocating for the passage of the SBSR Development bill in Congress.
French Embassy Chief of Economic Service Alain Fontanel expressed eagerness for the peer review activities, while OCEA country director Jacques Briand highlighted the company’s commitment to the Philippines’ development objectives.
The signing ceremony was attended by Marina’s deputy administrator for operations, Nannette Villamor-Dinopol; Marina Shipyards Regulation Service director, Engr. Ramon Hernandez; French Maritime expert Emeric Faure; and OCEA SA Philippines commercial and marketing manager Engr. Trisha Ellmarie Mateo.
