MANILA, Philippines — Civil Security Group (CSG) director Maj. Gen. Edgar Alan Okubo is now the fourth highest ranking official in the Philippine National Police.

PNP chief Gen. Rommel Francisco Marbil yesterday designated Okubo as the chief of the directorial staff.

Okubo was initially appointed officer-in-charge chief of the directorial staff while also performing his job as CSG chief.

With his latest appointment, Okubo has supervision over the 11 PNP directorial staffs in administering functional operations of all national support units and police regional offices.

A graduate of the Philippine National Police Academy Class of 1992, Okubo headed the Directorate for Police Community Relations, National Capital Region Police Office and the Special Action Force.

Former Criminal Investigation and Detection Group chief Maj. Gen. Leo Francisco replaced Okubo as CSG director.

PNP public information officer Brig. Gen. Jean Fajardo said the revamp was triggered by the retirement of several senior police officials, including former directorial staff chief Lt. Gen. Jon Arnaldo, who retired on Oct. 3.

Fajardo said the public should expect more reshuffles in preparation for the 2025 midterm elections.

Six more PNP officials got new posts. Among them is Brig. Gen. Nestor Babagay Jr., who was reassigned to the Police Security and Protection Group.

Brig. Gen. Jay Cumigad was designated as the new director of the Eastern Visayas police, replacing Brig. Gen. Reynaldo Pawid, who was reassigned to the Directorate for Operations.

Taking over Cumigad’s post as Highway Patrol Group director is Brig. Gen. William Segun.

The Bangsamoro police has a new director in Brig. Gen. Romeo Macapaz. He replaced Brig. Gen. Prexy Tanggawohn who was transferred to the Area Police Command in Northern Luzon.
