LOCAL Government Secretary Jonvic Remulla outlined on Wednesday a comprehensive agenda aimed at reforming various sectors under his department’s jurisdiction.
Remulla’s priorities include fast-tracking the digitalization of local government units (LGUs), expanding the unified 911 emergency response system, addressing structural issues within the Philippine National Police (PNP), and ensuring safe, casualty-free elections in 2025.
He made it clear that one of his top priorities is the digitalization of LGUs, which he believes will enhance the efficiency of governance and public services. By streamlining local government operations through digital platforms, he aims to make public service delivery more accessible and transparent for citizens across the country.

“The terms of reference for the digitization process are being initiated, and we are targeting to bid out the projects by July 2025,” Remulla said during an interview after the DILG leadership turnover ceremony. The process is expected to address the inefficiencies and bureaucratic red tape that have long plagued local government operations.
With the global push toward digital transformation, particularly in governance, Remulla said his focus on LGU digitalization aligns with broader efforts to modernize public administration in the Philippines. This initiative is also expected to reduce corruption opportunities, enhance accountability, and improve the speed of service delivery at the local level.
In line with enhancing public safety, the new DILG chief is also pushing for the nationwide implementation of the unified 911 emergency response system. Remulla emphasized the need for a centralized, efficient, quick-response emergency service that can cater to all Filipinos regardless of location. This initiative will require significant logistical and technical support, but the DILG is determined to implement it fully.
Currently, the 911 system operates primarily in Metro Manila and some provinces, but Remulla plans a more widespread rollout. The urgency of this expansion was underscored by recent natural disasters and public emergencies, highlighting the need for an integrated, efficient emergency response infrastructure.
In preparation for the 2025 elections, Remulla emphasized the importance of ensuring safety and security for candidates and voters alike. He revealed that President Ferdinand Marcos Jr. had directed him to work toward achieving zero casualties during the upcoming election period, a challenging goal given the history of electoral violence in the country.
“We will enlist the help of all government agencies to make the elections as peaceful as possible,” Remulla said, citing his experience as a local official in Cavite. During his tenure, he said he ensured that each mayoral candidate had mobile patrol vehicles in addition to their personal bodyguards, a practice he suggests could be replicated nationwide if resources allow.
