The CA also approved the ad interim appointment of Marilyn Barua-Yap as chairman of the Civil Service Commission.

Remulla has “extensive experience in local government and administration, which I am sure will give him a better understanding of the issues and challenges confronting our LGUs today, and therefore place him in a better position to provide innovative solutions to address such challenges,” Zubiri said.

Remulla replaced Benhur Abalos, who will run for the Senate next year.

On Wednesday, the Senate concluded plenary deliberations on the proposed P6.3 trillion national budget for next year.

Deliberations ended at 4:52 a.m. after a 13-hour plenary session that began on Tuesday afternoon.

Last to be discussed was the proposed budget of the Department of Public Works and Highways.

Among the items endorsed for approval by the Senate is the House of Representatives move to reduce by P1.3 billion the proposed budget of the Office of the Vice President (OVP). Instead of P2 billion, the OVP will be given P733 million.

The senators also voted to cut the P50 billion lump sum increase in the funds of the National Irrigation Administration, which is said to have many abandoned and questionable irrigation projects.
