DOJ, Tesda promote welfare of former inmates

THE Department of Justice (DOJ) and the Technical Education and Skills Development Authority (Tesda) have signed a partnership aimed at promoting the welfare and rehabilitation of probationers, parolees and pardonees.

The signing of a memorandum of agreement (MOA), led by Justice Secretary Jesus Crispin Remulla and Tesda Director General Jose Francisco Benitez, solidifies the collaboration between the agencies to foster reformation through skills development.

Parole and Probation Administration (PPA) Administrator Bienvenido Benitez Jr. witnessed the formalization of the seven-page agreement signed last Nov. 15.

Remulla said that the agreement underscored the importance of equipping individuals in the country’s correctional system with technical skills that enhance employability and self-sufficiency.

The DoJ will identify and encourage qualified clients to participate in Tesda’s programs, including short-term and community-based training courses.

Tesda, in turn, will provide access to its extensive training network, conduct a training needs analysis, and facilitate certification for participants under the Philippine TVET Competency Assessment and Certification System (PTCACS).

Under the pact, the DOJ will screen and refer qualified probationers, parolees, and pardonees. It will also coordinate with local government units (LGUs) for support, provide venues for training, and monitor the progress of participants through its regional and field offices.

On the other hand, Tesda will extend training through mobile programs and other accessible formats, certify graduates of certifiable programs and administer scholarship programs in accordance with existing regulations.

Both parties will shoulder the costs of their respective responsibilities unless otherwise agreed in writing.

Remulla said the initiative was a testament to the government’s commitment to inclusive progress under the “Bagong Pilipinas” movement.

“Once again, this milestone in our Corrections system was made possible by the earnest and diligent efforts of our present government to reform and transform lives, ensuring that no one gets left behind, even those undergoing reformation,” he said.

The MOA will be in effect for three years from the signing date, with provisions for early termination if agreed upon by either party.
