Only one party-list group seen to secure 3 House seats in 2025 midterm polls — survey

MANILA, Philippines — From among the 156 certified party-list groups participating in the 2025 midterm elections, only ACT-CIS (Anti-Crime and Terrorism Community Involvement and Support Inc.) is expected to secure three seats in at the House of Representatives with a 14.04 percent voter preference, according to a survey taken in November.

Based on the Tangere survey conducted from November 13 to 16, the notable increase of almost 3 percent in the ACT-CIS voter preference compared to the previous month’s survey was driven primarily by support from the lower middle-income class in Metro Manila and Calabarzon (Cavite, Laguna,Batangas, Rizal and Quezon).

Meanwhile, five party-list groups are projected to gain two congressional seats each. These are the 4PS with 5.67 percent voter preference, Duterte Youth Party List at 3.50 percent, Ako Bicol at 3.25 percent, 1-Rider Party List at 3.13 percent, and Malasakit@Bayanihan at 2.46 percent.

Additionally, 38 others are anticipated to win one seat each. Among them are prominent the ACT Teachers Party-list with a voter preference of 1.96 percent and Gabriela at 1.67 percent, both of which recorded a significant drop in support, reducing their seats from two to one.

Other notable incumbents include the Senior Citizens Party List with 1.58 percent and AGRI at 1.50 percent.

The survey also highlighted notable newcomers gaining traction. Solid North Party List garnered 1.21 percent voter preference, driven by support from Ilocos, while Maharlikang Pilipino sa Bagong Lipunan achieved 1.14 percent, with strong backing from the Visayas. Sulong Batang Quiapo secured 1.07 percent, largely supported by Metro Manila voters, and FPJ Panday Bayanihan earned 1.00 percent. Vendor Party List, with a 0.67 percent voter preference, gained momentum through increased social media awareness spearheaded by its third representative, Deo “Diwata” Balbuena.

The survey attributed the preferences to party list advocacies, particularly those focused on marginalized sectors, farmers, and the agricultural community.

The survey utilized a mobile-based respondent application with a sample size of 2,400 participants. Regional representation included 12 percent from the National Capital Region (NCR), 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.

Employing stratified random sampling with quotas, the survey maintains a margin of error of ±1.96 percent at a 95 percent confidence level, ensuring robust and accurate data representation.

The Tangere survey, according to its website, is a mobile application that seeks “to provide meaningful insights and data to the community.” It describes itself as a “customer-centric market research company.” It said that aside from being a poll opinion survey, Tangere has “continued to develop to what it is now with close to a million active online community. “
