Work performance of Cabinet execs improves in Q3 – survey

MANILA, Philippines — The work performance of President Ferdinand R. Marcos Jr.’s Cabinet has significantly improved in the third quarter of 2024, according to the results of the independent, non-commissioned survey by RP-Mission and Development Foundation, Inc. (RPMD).

Based on the results of the Boses ng Bayan performance assessment conducted by RPMD on Sept. 20-30 and released on Friday, all Cabinet members scored above the passing threshold of 52 percent, with the lowest approval rating logged at 64.3 percent.

“These results reflect positively on the administration’s efforts to uphold effective governance and deliver on its promises,” Dr. Paul Martinez, global affairs analyst and executive director of RPMD, said as he noted the significance of continuous progress in public service delivery.

Resigned Interior Secretary Benjamin Abalos Jr. registered a 95.8 percent job performance score, according to the survey. He “consistently led, cementing his legacy as the highest-ranking cabinet official before stepping down to pursue a Senate seat.” Other top-performing Cabinet officials were Social Welfare Secretary Rex Gatchalian (93.5 percent), Tourism Secretary Christina Frasco (92.7 percent), Budget Secretary Amenah Pangandaman (89.4 percent), Justice Secretary Jesus Crispin Remulla (87.3 percent), and Solicitor General Menardo Guevarra (85.6 percent).

Martinez lauded the top five Cabinet officials with the highest approval ratings for their “impressive scores and commitment to excellence.” “These officials have shown exceptional dedication and leadership, setting a high standard in public service,” he said.

In a separate statement on Saturday, Pangandaman pledged to work harder as she advocates for transparency, good governance, and budget efficiency.

“Rankings aside, lalo nating pagbubutihin ang trabaho (we will continue improving our work). We will work even harder in pursuing fiscal reforms and strategic, open governance. Ito po ay para sa ating mga kababayan (This is for our countrymen),” she said.

According to the RPMD survey, the other top-performing Cabinet officials were Information and Communications Technology Secretary Ivan John Uy (83.4 percent), Finance Secretary Ralph Recto (82.7 percent), Education Secretary Sonny Angara (81.2 percent), and Health Secretary Teodoro Herbosa (80.5 percent).

Other Cabinet members with high approval scores were Trade Secretary Alfredo Pascual (79.7 percent), Science and Technology Secretary Renato Solidum Jr. (78.9 percent), Human Settlements Secretary Jerry Acuzar (78.8 percent), Public Works Secretary Manuel Bonoan (77.6 percent), Foreign Affairs Secretary Enrique Manalo (77.3 percent), Agriculture Secretary Francisco Tiu Laurel Jr. (76.1 percent), and Transportation Secretary Jaime Bautista (75.8 percent).

Completing the list were Socioeconomic Planning Secretary Arsenio Balisacan (75 percent), Executive Secretary Lucas Bersamin (73.7 percent), Defense Secretary Gilbert Teodoro Jr. (72.5 percent), Labor Secretary Bienvenido Laguesma (71.3 percent), Migrant Workers Secretary Hans Leo Cacdac (70.1 percent), Energy Secretary Raphael Lotilla (68.4 percent), Agrarian Reform Secretary Conrado Estrella (66.8 percent), and Environment Secretary Antonia Loyzaga (64.3 percent).

The nationwide Boses ng Bayan survey employed random sampling through interviews with 10,000 adult respondents, achieving a ±1 percent margin of error and a 95 percent confidence level.
