166 House bills became laws

A TOTAL of 166 bills filed at the House of Representatives during the 19th Congress were enacted into laws.

Out of the number, 73 became national laws and 93 local laws.

“This Congress has set a new standard for productivity and purpose. Our collective achievements reflect our deep sense of duty to the Filipino people, ensuring that every measure we craft, debate and pass uplifts lives, strengthens communities and builds a resilient nation,” said House Speaker Ferdinand Martin Romualdez in a statement on Sunday.

A number of measures deemed priority by the administration became laws such as Republic Act (RA) 12009, or the New Government Procurement Act; RA 12010, or the Anti-Financial Account Scamming Act; RA 12022, or the Anti-Agricultural Sabotage Act; RA 12023 on the value-added tax on digital transactions; RA 12024, or the Self-Reliant Defense Posture Revitalization Act; RA 12028, or the Academic Recovery and Accessible Learning Program Act; RA 12063, or the Enterprise-Based Education and Training Framework Act; RA 12064, or the Philippine Maritime Zones Act; RA 12065, or the Philippine Archipelagic Sea Lanes Act; RA 12066, or the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (Create MORE) Act; and RA 12078, which contained amendments to the Rice Tariffication Law.

A total of 13,454 measures were filed from July 25, 2022, when the House first opened session to Dec. 27, 2024, the statement said.

Out of this figure, a total of 1,368, including the 166 that became laws, were approved.

The chamber processed 4,760 measures, averaging 12 measures per session day. The 13,454 measures filed at the House included 11,241 bills, 2,212 resolutions and one petition, it added.

“Our synergy with the Senate ensures that the laws we pass are practical, implementable and responsive to the needs of the people,” Romualdez said.

The House adjourned on Dec. 18 and will resume session on Jan. 13, 2025.
