(UPDATE) ANGKAS Chief Executive Officer and Angkasangga party-list first nominee George Royeca on Tuesday called for nationwide public consultations with government agencies on concerns regarding motorcycle bikers.
Royeca issued this statement after attending a meeting Monday at the main office of the Land Transportation Office, where 100 key stakeholders and transport leaders gathered to discuss guidelines for the immediate transfer of ownership of vehicles with existing registration.
“We are ready to work with the LTO, the DOTR [Department of Transportation], and our government to create meaningful solutions that uplift motorcycle bikers while ensuring a safer and more efficient transport system for all Filipinos,” Royeca said.

The head of the motorcycle-hailing application said he also supports the LTO’s efforts to improve transparency, accountability, and safety in vehicle ownership transfers, while also emphasizing the need for “equitable policies” that consider realities faced by motorcycle riders, as well as secondhand vehicle owners.
The consultation was on LTO Administrative Order AO-VDM 2024-46, or the guidelines in the immediate transfer of ownership of motor vehicles with existing registration.
“We must ensure that its implementation of the AO-VDM 2024-46 is both just and practical for all stakeholders in order for them to comply, especially for those that use motorcycles as a means of livelihood,” Royeca said in Filipino.
LTO chief Vigor Mendoza said the consultation was on how they can make the regulations more inclusive.
“AO VDM 2024-46 aims to make our transportation system safer and more accountable, but it is important to ensure that it will be practical for everyone,” Mendoza said in Filipino.
The implementation of LTO AO-VDM 2024-46 has been suspended since October.
