COMMISSION on Filipinos Overseas (CFO) Chairman Dante Ang II on Wednesday vowed to continue promoting “dynamic transformation” to advance the interest and well-being of Filipinos overseas.

In his speech during the Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) in Malacañang, Ang said the CFO’s goal was to establish “a thriving exchange of knowledge and resources between the Philippines and the global community.”

“So, as we gather in the presence of President Marcos [Jr.] — who has dedicated his leadership to fostering unity and progress toward a “Bagong Pilipinas” — we at the CFO are committed not only to addressing the issue of brain drain but also to promoting a dynamic transformation into brain gain,” Ang said.

Established in 1980 by virtue of Batas Pambansa Bilang 79 under the administration of President Ferdinand E. Marcos Sr., the CFO served as a vital government agency under the Office of the President.

Ang said the CFO’s primary mission was to promote the welfare and interests of the Filipino diaspora, focusing specifically on Filipino permanent residents living abroad and spouses or partners of foreign nationals.

“In contrast with other migrant-serving agencies, the CFO has a distinct and specialized role. CFO actively works to strengthen the economic, cultural, and political ties between the Filipino diaspora and their home country, facilitating engagement and collaboration,” he said.

“Through various programs and initiatives, the CFO fosters a sense of community and belonging among Filipinos worldwide while encouraging them to contribute to the nation’s growth and development,” he added.

The CFO is an agency under the Office of the President tasked to promote and uphold the interests, rights, and welfare of overseas Filipinos. It registers and provides pre-departure orientation seminars to emigrants.

The CFO also promotes the transfer of technology, as well as material and financial contributions from overseas for development projects in underserved communities all over the Philippines.
