DOE: 5th Green Energy Auction set for Q3 2025

THE fifth round of the Green Energy Auction (GEA-5) for bidding renewable energy (RE) capacity from offshore wind projects (OSW) will be held in the third quarter (Q3) of 2025, the Department of Energy (DOE) announced on Thursday.

The GEA-5 aims to secure market access and long-term demand for the power generation capacities of OSW developers; serve as a timeline guide for related stakeholders; and advance the Philippines’ energy transition objectives.

“As a cornerstone of the Philippine Energy Plan 2023-2050, GEA-5 exemplifies the government’s unwavering commitment to renewable energy deployment, energy security and the nation’s energy transition agenda. The outcomes of this auction will be vital in setting a clear path for developers and other stakeholders in the offshore wind industry,” the DOE said.

Due for release are the Notice of Auction (NOA) and Terms of Reference (TOR) outlining the timeline, procedures and guidelines for GEA-5 participation. At present, the DOE said it is evaluating position papers from stakeholders to integrate insights while working to ensure a transparent and effective auction process.

In November, the DOE issued the NOA and TOR for GEA-3, which will target a total of 4,475 megawatts (MW) of RE capacity, covering both non-feed-in tariff (Non-FIT) and FIT agreements for geothermal, pump-storage hydro, run-of-river hydro and impounding hydropower projects.

The FIT framework — part of the Philippine Renewable Energy (RE) Act of 2008, enacted in 2012 — grants a guaranteed fixed price for RE-sourced electricity. FIT contracts are good for 10 to 25 years. Participating developers of RE projects are assured fixed payments from each type of renewable energy source for 20 years.

As for GEA-4, which bid out integrated RE and energy storage systems, the DOE said its initial target of 8,200 MW total capacity could still be increased. It included liquefied natural gas as an energy source.

GEA-1 targeted hydro, biomass, solar and wind power projects, while GEA-2 was for hydro and geothermal power supply.

As of this month, the DOE has awarded 92 OSW contracts with a total capacity of 68,656 MW.
