THE Inter-Agency Coordinating Committee to Facilitate the Ratification of/Accession to and Implementation of Maritime Conventions (ICCFRAIMC) convened for its third meeting, where key resolutions to enhance maritime compliance were approved.
One resolution designated specific agencies to lead efforts in ratifying and acceding to priority International Maritime Organization (IMO) instruments crucial to the Philippines. Another resolution tasked the Philippine Ports Authority (PPA) with leading the country’s ratification of the Convention on Facilitation of International Maritime Traffic (FAL Convention) of 1965, as amended.
These resolutions align with Executive Order 159, series of 2021.

During the meeting, updates on the status of priority IMO instruments were presented, underscoring challenges faced by focal agencies, particularly the difficulty in securing Certificates of Concurrence (COC) from relevant entities. The discussion also included identifying assistance required to overcome these challenges.
The meeting, chaired by the Transportation Undersecretary for Maritime Elmer Francisco Sarmiento, emphasized the importance of aligning with international maritime standards and ensuring the Philippines remains a prominent player in the global maritime industry.
The hybrid-format meeting was attended by representatives from key committee member agencies, including the Department of Transportation-Maritime, the Maritime Industry Authority (Marina), the Philippine Coast Guard (PCG), PPA, the Subic Bay Metropolitan Authority (SBMA), the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR), the Cebu Port Authority (CPA), and the UP Marine Science Institute.
