Marcos, Duterte ratings drop to all-time low in Q4 — survey

MANILA, Philippines — The satisfaction and trust ratings of President Ferdinand Marcos and Vice President Sara Duterte and two other top officials of the government dropped to an all-time low during the fourth quarter of the year, according to a non-commissioned Fourth Quarter Pulso ng Pilipino survey conducted by the Issues and Advocacy Center (The Center).

The non-commissioned survey, conducted from Nov. 1 to Dec. 5, 2024 showed that the satisfaction ratings of Marcos and Duterte dropped to33 percent and 32 percent, respectively, from 46 percent and 52 percent during the second-quarter survey conducted from June 10 to June 17, 2024.

The same survey also showed a similar downspin to the satisfaction ratings of Senate President Francis Escudero and Speaker Martin Romualdez with 37 percent and 20percent, respectively, in stark contrast to the 53 percent and 42 percent they got, respectively, during the second quarter.

According to The Center, the turbulent conditions precipitated by the ongoing political bedlam involving the country’s top two officials, the environmental issues that impacted several urban areas that were inundated by recent typhoons, reports of graft and corruption in high places, unending impasse at the West Philippine Sea, unchecked inflation, uncontrollable spike in prices of basic commodities and, unfulfilled election promises all combined to trigger a monstrous crash in both the performance and trust ratings of the top five officials of the country.

At the same time, the Filipino public or at least those who were surveyed by the Pulso ng Pilipino have manifested their seeming distrust of the nation’s top officials although the numbers have not yet reached alarming levels.

Ed Malay, director of The Center, said the norm used in the Pulso ng Pilipino survey was the widely used standard MSAP or the multi-stage area probability sampling method.

A skip interval of five to seven houses in between calls in thickly populated villages was also followed to obviate any bias in the responses, he added.

Selective interviews were conducted considering the demographic requirements such as gender, age and socio eco classification as the main considerations.

Malay said that to ensure the accuracy of the sampling results, calls were checked back at random by the team leader and a unique layered system of review that The Center has devised and proven accurate since it was used during the 1992 presidential campaign of the late president Fidel V. Ramos.

Based on The Center data, the survey covered 1,200 registered voters nationwide and consisted of respondents in all the relevant social classes. The survey has a three per cent margin of error and a confidence level in excess of 908 percent.
