MANILA, Philippines — President Marcos has issued an order directing government agencies to support the implementation of the 2024 National Security Strategy (NSS) that aims to address internal and external security challenges.
Through Memorandum Circular (MC) 75, signed by Executive Secretary Lucas Bersamin on Dec. 20, Marcos ordered all concerned agencies and instrumentalities of the national government, including local government units and government-owned or -controlled corporations, to undertake efforts to help in the implementation of the plans and programs provided under the NSS.
The memorandum lays out 53 strategic directions and 393 actionable steps that will secure the country’s sovereignty and promote the welfare of citizens.
Marcos also encouraged the private sector to support the program, which he approved last Dec. 19.
Under MC 75, the National Security Council (NSC) is tasked to monitor and assess its implementation and submit an annual report to the Office of the President through the executive secretary.
The NSC is also tasked to coordinate with the Presidential Communications Office in the dissemination of official copies of the NSS 2024 to all concerned government agencies and in undertaking information and awareness campaigns on the plans and programs.
The memorandum also stated that the funding needed for the implementation of the order would be charged against the existing appropriations of the respective agencies, subject to applicable laws, rules and regulations.
The NSS focuses on four key areas: human capital development, institution-building, efficient use of instruments of national power such as diplomacy and defense and sustainable growth through economic resilience and legislative support.
