MANILA, Philippines — The Internal Affairs Service (IAS) of the Philippine National Police (PNP) has launched an investigation into a shooting incident involving a police officer, which left one civilian dead and two police officers wounded in Cotabato on Dec. 28.

Brigido Dulay, IAS inspector general, condemned the incident as a betrayal of public trust.

“This shocking act of violence is a betrayal of the trust placed in our police force,” Dulay said, adding that the PNP “cannot and will not tolerate such reprehensible behavior within its ranks.”

“The IAS is determined to uncover the truth, hold the perpetrator accountable and restore public confidence in our institution. Justice will be served,” Dulay added.

According to initial reports, Cpl. Alfred Dawatan Sabas fatally shot civilian Reynaldo Bigno Jr. before allegedly commandeering the Mindanao Star bus and forcing it to continue its journey to Davao City.

The situation escalated at a police checkpoint in Barangay New Opon, Magsaysay, Davao del Sur, where the bus driver sought assistance.

Reports said Sabas opened fire at officers manning the checkpoint, critically injuring Cpl. Kent Maurith Pamaos and Pat. Russel Love Tapia, before fleeing the scene.

The IAS in Region 12 has sent investigators to gather evidence and accounts from witnesses. The IAS committed to expedite administrative charges against Sabas to ensure swift accountability.
