ACT-CIS Rep. Erwin Tulfo emerged as the top contender in the latest 2025 Pre-Election Senatorial Preferential Survey by Tangere, receiving voter preference across all regions, age groups, and socioeconomic classes.
Tulfo was favored by respondents in the lower-income sector over those in upper and middle-income brackets.
The December 2024 survey revealed significant gains for incumbent Sens. Pia Cayetano and Bong Revilla, as well as former Ilocos Sur governor Chavit Singson.

Support for Cayetano and Revilla surged among respondents in Southern Luzon, Northern Luzon and Central Luzon.
Meanwhile, Singson’s increased popularity was evident among respondents in the National Capital Region (NCR), Northern Luzon, and Central Luzon, while support from Visayas and Mindanao respondents was comparatively weaker.
The survey’s Top 12 rankings showed a close race for the 2nd to 4th spots, with Ben Tulfo, former Senate president Tito Sotto, and Sen. Bong Go statistically tied.
Ben Tulfo secured a 51 percent voter preference, benefiting from robust support in the Visayas. Sotto followed with 50.50 percent, backed by respondents in Northern and Central Luzon. Go registered 49.50 percent, buoyed by strong support from Mindanao.
For the 5th to 7th positions, Cayetano was statistically tied with former senator Manny Pacquiao with 42 percent and former senator Ping Lacson with 41.54 percent.
The 8th and 9th spots saw a tie between Sen. Bong Revilla and former Interior and Local Government secretary Benhur Abalos. Abalos enjoyed higher support from upper and middle-income respondents.
The lower tier of the rankings featured nine candidates statistically tied for the 10th to 18th positions. These include incumbent Senators Lito Lapid (32.17 percent), Francis Tolentino (31.08 percent), Ronald “Bato” Dela Rosa (30.92 percent) and Imee Marcos (30.83 percent), Makati Mayor Abby Binay (31.96 percent), former senators Bam Aquino (30.75 percent) and Kiko Pangilinan (30.63 percent), comedian Willie Revillame (30.42 percent) and social media personality Doc Willie Ong (30.21 percent).
Tangere conducted the mobile-based survey from Dec. 10 to 13 among 2,400 respondents.
The survey has a margin of error of plus or minus 1.96 percent at a 95 percent confidence level. The sample was geographically representative, with 12 percent of respondents coming from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from the Visayas, and 23 percent from Mindanao.
