BCDA eyes redevelopment of Camp John Hay

GOVERNMENT-OWNED Bases Conversion and Development Authority (BCDA) said taking over operations of Camp John Hay in Baguio City will pave the way for high-impact investments in bigger redevelopment plans.

The BCDA formally regained control of Camp John Hay — which includes The Manor, The Forest Lodge, Camp John Hay Golf Course, CAP Convention Center, Commander’s Cottage, open spaces, and other areas — after the Baguio Regional Trial Court Branch 6 on Jan. 5 junked CJH Development Corporation’s (CJH DevCo) latest attempt to prevent the full return of the property.

The court order means all land and improvements in the property, whether directly held by CJH DevCo, its subsidiaries and/or affiliates or occupied/held by other individuals or parties claiming rights under them, must be turned over to the BCDA immediately.

This follows a Supreme Court decision ordering the immediate recovery of the 247-hectare property.

“As we open new doors of opportunity, more businesses may reinvest their capital in Camp John Hay and build upon the workforce, all while ensuring that the environmental and cultural integrity of the area are preserved and protected,” BCDA president and CEO Joshua Bingcang said on Monday.

With the property back under government control, BCDA announced plans to pursue redevelopment projects aimed at transforming the area into a world-class, family- and community-oriented destination.

The redevelopment will also balance care for the environment and progress that will uplift communities and enhance property values, BCDA noted, adding that the properties will remain open to the public and continue to operate despite recent changes.

BCDA likewise called on the property’s stakeholders to cooperate in the transitional phase.

In December 2024 the MVP group met with BCDA officials to express intentions to expand their presence in the region, particularly through investments in Camp John Hay and other strategic locations in Baguio and the Cordillera area.
