ALL personnel of the Internal Affairs Service (IAS) of the Philippine National Police (PNP) tested negative for illegal drugs during a recent surprise drug test conducted at the National Headquarters, Inspector General Brigido Dulay said Saturday.

General Dulay said that the random drug testing, administered by the PNP-Forensics Group, yielded 100 percent negative results, which showed that no IAS personnel were found using illegal drugs.

“We cannot demand integrity from others if we do not uphold it ourselves. Ensuring that IAS personnel are free from illegal drug use reinforces our credibility and authority in enforcing discipline within the PNP,” Dulay said.

He said the surprise drug testing is part of IAS’ efforts to ensure that those who are tasked to investigate police misconduct and enforce rules within the PNP are themselves adhering to the highest standards of professionalism and ethical policing.

“Our personnel are held to the same high standards that we expect from the police force. This drug testing initiative is a proactive step in ensuring that our team remains beyond reproach,” said Dulay as he emphasized the importance of leading by example, especially in an institution tasked with promoting accountability.

He said that the IAS remains committed to strengthening its internal processes to ensure that its ranks remain credible and trustworthy.

Regular and unannounced drug tests are among the measures being undertaken by IAS to foster a culture of integrity and transparency within the service.

“By maintaining discipline and ensuring that our personnel abide by the rules, we bolster our mandate to investigate and sanction erring police officers effectively. This not only strengthens the public’s trust in the IAS but also enhances our ability to carry out our duties without compromise,” Dulay said.

The IAS is the institutional watchdog of the PNP, mandated to investigate police misconduct and recommend disciplinary actions.

Established under Republic Act 8551, IAS plays a critical role in ensuring accountability and professionalism within the PNP.
