More than five million voters nationwide cannot vote in the coming 2025 national and local elections since their names were deactivated, while at least 248,972 were delisted, according to Commission on Elections (Comelec) Chairman George Garcia.
Poll records revealed there are 5,105,191 deactivated voter registration records.
In a statement, Garcia said the deactivated voters failed to vote in two successive preceding regular elections, failed to validate their records, or were ordered by the courts to be excluded.
Other reasons for deactivation include loss of Filipino citizenship, sentencing by final judgment to suffer imprisonment for not less than one year, and sentencing by final judgment of having committed a crime involving disloyalty to the duly constituted government.
Meanwhile, 248,972 voters were deleted because of death or multiple or double registration. However, Garcia reported the Comelec had received 409,329 applications for reactivation.
Garcia said those deactivated will be deducted from the current total number of voters. He assured that deactivated voters may still apply for reactivation during the ongoing voter registration.
