THE Maritime Industry Authority (Marina) has reported notable advancements in maritime safety and efficiency, including the implementation of the Blockchain Certification System and the expansion of the Quality Management System.

Marina Administrator Sonia Malaluan highlighted the nationwide rollout of the Blockchain Enabled Automated Certification System, which has significantly improved the efficiency and security of maritime certification processes. This initiative represents a significant step forward in elevating industry safety standards.

These developments were presented during a recent senior officials’ meeting with the Department of Transportation (DoTr).

Marina’s second quarter report detailed its progress in securing bilateral agreements for the recognition of Standards of Training, Certification, and Watchkeeping for Seafarers certificates, and efforts to strengthen maritime multilaterals and partnerships. Additionally, the operationalization of the Marina Training Institute was highlighted as a key achievement, reflecting the agency’s commitment to professional development within the maritime sector.

Updates were provided on the expanded Quality Management System, which was implemented across Marina’s Central Office on 30 July 2024. This initiative is crucial for maintaining consistent service quality and aligns with its goal of obtaining ISO 9001:2015 certification for its core processes.

DoTr Secretary Jaime Bautista emphasized that safety must remain the top priority in all maritime operations. He urged Marina to ensure that all programs and actions align with the Maritime Industry Development Plan 2028, with a focus on enhancing the safety of shipping, shipbuilding, ship repair, and the maritime workforce. Secretary Bautista reaffirmed the DoTr’s support in achieving a “zero incident target” across the industry.

Malaluan also reported the Philippines’ successful inclusion on the International Maritime Organization whitelist, underscoring the country’s compliance with international maritime standards. The presentation included Marina’s legislative priorities and initiatives to attract investment in the maritime sector while acknowledging ongoing challenges in safety measures and operational issues.

The meeting concluded with Marina’s plans for the third quarter of 2024, focusing on addressing identified challenges and continuing efforts to enhance the safety and professionalism of the Philippine seafaring industry. Key officials in attendance included Transportation Undersecretary Elmer Francisco Sarmiento, Assistant Secretary Julius Yano, Marina deputy administrator for operations Engr. Nannette Villamor-Dinopol, and others.
