Nais malaman ni Basilan Representative Mujiv Hataman kung ano ang plano ng gobyerno sa pagpondo sa Sulu sa 2025 makaraang magdesisyon ang Korte Suprema na hindi dapat isama ang lalawigan sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) na may awtomatikong alokasyon mula sa pambansang pamahalaan.
Ginawa ni Hataman ang tanong sa deliberasyon ng Kamara de Representantes sa P6.325-trilyon na panukalang budget ng gobyerno sa 2025 nitong Lunes.
Kamakailan lang, nagpasya ang SC na legal ang Bangsamoro Organic law (BOL), ang batas na basehan sa paglikha sa BARMM.
Pero kasama sa desisyon ng mga mahistrado na hindi dapat kasama sa BARMM ang Sulu dahil sa resulta ng plebisito noon na tutol ang mayorya sa mga botante na ayaw nilang mapasakop sa autonomous region.
Sa ilalim ng BOL, ang pamunuan ang BARMM ang namamahala sa paglalaan ng pondo sa mga nasasakupang mga lalawigan.
“With recent ruling of the Supreme Court, definitely, the responsibility to provide a budget for Sulu will revert back to the national government. What is the plan of the government here?” tanong ni Hataman nang isalang sa plenaryo ang P29-billion budget para sa Department of Finance (DOF) para sa 2025.
“The block grant has a specific provision. The block grant is not based on territorial [coverage of the BARMM]. The block grant is fixed at 5%. The law says it can be reviewed, but the 5% is fixed. And so we all know that this [ang responsibilidad sa pagpondo sa Sulu] now falls on the national government,” paliwanag ni Hataman.
Ang tinutukoy ni Hataman ay Article 12 Sections 16 hanggang 18 ng BOL na nagsasaad na may karapatan ang BARMM sa annual block grant, na magmumula sa 5% ng net national internal revenue tax collection ng Bureau of Internal Revenue at net collection mula sa Bureau of Customs.
Ang naturang block grant sa ilalim ng national budget ay awtomatikong ilalabas sa Bangsamoro government na gagamitin sa nasasakupan nito.
Sagot ni Sultan Kudarat Representative Horacio Suansing, Jr., na nagdedepensa ng pondo ng DOF, “Maybe the salaries of the 7,000 additional employees will be from the contingency fund of the government.”
Ngunit hindi kontento si Hataman sa naging sagot ni Suansing na “maybe,” dahil marami umanong ahensiya sa lalawigan ng Sulu na nagbibigay ng mahalagang serbisyo sa mga tao.
“For example, the Department of Education did not consider the impact of the Supreme Court decision on Sulu for its 2025 budget. The Health department is in the same boat, because the health services in Sulu have been devolved to the BARMM,” giit ni Hataman.
“So this responsibility will really revert to the national government. We need to consider this before we pass the 2025 budget because there are at least a million people in Sulu. We need to talk about this now rather than depend on the contingent fund to ensure that there will be no disruption on the delivery of government services in Sulu,” paliwanag niya.
