MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) has appointed Elmore Capule as its new deputy governor for the corporate services sector, following the retirement of Eduardo Bobier.

Capule will be responsible for ensuring the prudent and effective management of the central bank’s resources in support of its core functions.

He joins Deputy Governors Francisco Dakila Jr. of the monetary and economics sector, Chuchi Fonacier of the financial supervision sector, Mamerto Tangonan of the payments and currency management sector and Bernadette Romulo-Puyat of the regional operations and advocacy sector.

“Capule was promoted after being designated as senior assistant governor in 2019 in recognition of his accomplishments and consistently exemplary performance,” the BSP said.

In 2013, Capule was first appointed as head of the Office of the General Counsel and Legal Services and became an assistant governor in 2016.

The new deputy governor ranked third place in the 1987 Bar Examinations, before joining the central bank as a bank attorney in 1994.

Throughout his career, Capule has served as head of various BSP committees and teams, including the central bank’s legislative team.

He played a key role in the passage of legislation such as The New Central Bank Act, the National Payment Systems Act, the law strengthening the country’s gross international reserves, the Islamic banking law, the Financial Institutions Strategic Transfer Act, the Financial Products and Services Consumer Protection Act and the Anti-Financial Account Scamming Act.

Capule graduated second honors from the Ateneo de Manila School of Law. He earned his Bachelor of Science in Agricultural Business degree from the University of the Philippines Los Ba?os.

He also teaches banking laws at the ADMU School of Law and used to be a professor at the Far Eastern University Institute of Law.
