THE Maritime Industry Authority (Marina) recently concluded its inaugural Gender and Development Focus Group Discussion (GAD FGD). The event aimed to address gender-related issues and chart a path toward a more inclusive maritime industry.
Participants, including representatives from various maritime organizations and seafarers, discussed key challenges faced by women in the industry and developed strategies to promote gender equality. The insights gained from the FGD will be used to create a more equitable and sustainable maritime sector.
In her speech during the event, Deputy Administrator for Planning Nenita Atienza emphasized the importance of addressing gender equality in the maritime industry.

“Our goal is to create a safe and inclusive work environment for all, regardless of their gender. By understanding the unique challenges and opportunities faced by women in the maritime sector, we can develop effective policies and programs to promote gender equality and empower women,” Atienza said.
During the focus group discussion, participants began by examining essential gender and development mainstreaming concepts, providing a foundation for the broader dialogue. They then shifted focus to a situational analysis of the maritime sector, identifying key gender-based barriers affecting women and men. The group collaboratively consolidated and prioritized the most urgent gender-related issues in the industry, creating a clear roadmap for addressing these challenges.
The discussion concluded with a shared vision for a gender-inclusive maritime sector and the development of a strategic framework to promote equity and inclusivity within the industry.
The insights and recommendations gathered from the FGD will be instrumental in developing Marina’s FY 2025 Gender and Development Plans and Budget (GPB) in compliance with the Magna Carta of Women (RA 9710).
Various industry stakeholders attended the FGD, including members of the maritime media and representatives from manning and shipping agencies, as well as delegates from notable maritime organizations such as the Women in Maritime Philippines Association, the Associated Marine Officers’ and Seamen’s Union of the Philippines, the Philippine Association of Maritime Training Centers Inc., the Philippine Association of Maritime Institutions, the Integrated Seafarers of the Philippines Inc., the International Maritime Association of the Philippines Inc., the Association of Licensed Manning Agencies, and Marino Ph.
Partner agencies such as the Philippine Coast Guard and the Philippine National Police Maritime Group, along with Marina representatives, were also present.
Several active seafarers campaigning for gender equality also attended the FGD sessions, providing substantial input to the GAD Agenda.
Through this activity, Marina aims to cultivate a thriving and sustainable maritime sector that benefits everyone. It is driven by its strong commitment to gender mainstreaming and dedication to fostering a more inclusive and equitable industry.
