THE Maritime Industry Authority (Marina) will intensify compliance monitoring, enhance safety awareness, advocate for international standards on seafarer education and certification, and modernize governance frameworks in 2025 to boost maritime safety and competitiveness.
These priorities were announced during its three-day Year-End Performance Assessment and Planning Conference held in Batangas from Nov. 27-29. The conference reviewed Marina’s 2024 accomplishments and identified key deliverables aligned with its Voyage Plan for 2025.
Top initiatives include an intensified safety campaign for domestic shipping, a stronger voice in deliberating global standards for seafarers’ education and training, the development of the Philippine Ship Registry and shipbuilding industry, and improved governance systems.

Marina Administrator Sonia Malaluan commended the agency’s efforts over the past year while encouraging sustained dedication. “I have been a witness to how tirelessly all of us have worked during this year, and I cannot thank you enough for all your efforts,” Malaluan said. “Let us continue to work in solidarity, anchored in partnership, passion and purpose to establish our shared goals.”
Deputy Administrator for Planning Nenita Atienza highlighted the need for strategic alignment. “Let us ignite the vision we have for the maritime industry by ensuring our plans cultivate value-informed strategic deliverables,” she said.
For 2025, operational priorities will focus on modernizing governance and enhancing the sector’s competitiveness. Deputy Administrator for Operations Nannette Villamor-Dinopol emphasized collaboration, stating, “With the collective effort and commitment we’ve demonstrated, we are well-positioned for success in the coming year.”
Marina remains committed to promoting safety, sustainability and industry growth, underscoring its vital role in advancing the Philippine maritime sector as it navigates the year ahead.
